Consultancy for Resilience Analysis - Kharkiv & Mykolaiv Oblasts, Ukraine

Help - Hilfe zur Selbsthilfe e.V. invites qualified consultants to submit proposals for conducting a Resilience Analysis to inform the design of a BMZ-funded Transitional Development Assistance (TDA) project in Kharkiv and Mykolaiv oblasts. The consultancy will run for 25 working days over 6 weeks (September-October 2025) and aims to assess contextual risks, existing resilience capacities, and opportunities for strengthening stabilization, adaptation, and transformation (SAT) in conflict-affected communities.

The Tender Dossier includes:

. Terms of Reference (ToR) detailing objectives, scope, methodology, key questions, deliverables, and qualifications

How to Apply
